Our 2017 Summit will bring together the key stakeholders in the Healthcare PPP Ecosystem including those working on successful PPP projects in North America, Europe and Asia, to share lessons learned so far. From establishing the legal framework and securing financing to operating and maintaining a profitable hospital, this event will explore the entire lifecycle of the agreement from the perspective of all parties.

With local focus, the summit will be a continuation from the event earlier this year, to focus on how the world’s largest hospitals will be operated and maintained sharing best practices and investment opportunities for the second batch of projects in Turkey due to be announced.

    Mehmet Müezzinoğlu was born in Komotini on 9 January 1955. He graduated from Istanbul University Cerrahpaşa Medical Faculty in 1982. He finished his specialization in Internal Medicine in Istanbul Haseki Training and Research Hospital. He performed as Istanbul Provincial Head of Justice and Development Party (AK Party).

    He is the founder of a private hospital in Avcılar. He is a charter member of Avcılar Foundation of Social Help and Solidarity, Western Thrace Foundation of Education and Culture, Balkan Civilization Foundation and a member of Western Thrace Turks’ Foundation of Solidarity.

    He was born in 1975, Adana. He completed his high school education in Ankara. He graduated from Medicine Faculty of Cukurova University in 2002. He completed his master on Health Facilities Administration at THK University in 2013. He is attending his Doctoral Programme at Department of Medical Pharmacology of Gazi University. Between 2002-2003 he served as Branch Manager of 112 Emergency Services in K. Maraş’s Tekinli district, between 2003-2008 he served as Head of Department of 112 Emergency Services and Medical Administration Models of Ankara, between 2009-2010 he served as Deputy Chief Physician of Dışkapı Yıldırım Beyazıt Education and Research Hospital, between 2010-2012 he served as Head Physician of Etlik Specialization Education and Research Hospital, between 2012 December and 2014 April he served as Head of Department of General Directorate of Health Investments and Medical Administration Models, between  April and 2016 March he served as Head of Department of Public Private Partnerships of Health Investments General Directorate. Since March 2016 he is working as Deputy Director General of Health Investments. He has high proficiency in English.

    He was born in 1966 in Erzurum. He completed his primary, secondary and high school education in Istanbul. Mr. Kantarcı graduated from Medicine Faculty of Trakya University and started to his compulsory service in Çanakkale, in 1992. He was appointed to Istanbul Esenler District Healthcare Center in 1993.

    He officiated as the Vice President of Esenler Healthcare Group from 2000 to 2002; as the President of Esenler Healthcare Group from 2002 to 2005. He was appointed as the Deputy Manager of Istanbul Provincial Directorate of Health in 2005.

    He officiated as the Head of Department of Istanbul Special Provincial Administration Health, Sport, and Social Services Department between the years of 2006 and 2013.

    He was appointed to Ministry of Health, General Directorate of Healthcare Investments in 2013. He served as the Vice Institution President of Financial Services in Turkish Public Hospitals Institution from 2013 to 2014. He is currently serving as the General Manager of General Directorate of Healthcare Investments, Ministry of Health.

He worked as practicing doctor in Lice village of Diyarbakır from 1990 to 1992. He started to his medical specialisation in Urology at the Şişli Hamidiye Etfal Hospital in 1992. He became the Urology Specialist in 1997. He received the title of Associate Professor in Urology in 2005. He was appointed to Ümraniye Training and Research Hospital as Head Physician and Clinic Chief of Urology. He received the title of full Professor in Urology in 2012. He is still serving as Executive Board Member of Turkish Urology Association and Eurasia Urooncology Association as well as Chairman of Robotic Surgery Association.

    He is married and has two daughters. He has high proficiency in English.

    He was born in 1973 in Rize. He completed his primary and secondary education in Rize and Trabzon. He graduated from Medicine Faculty of Ondokuz Mayis University in 1998. He started to practice in Rize, and worked in Primary Heathcare Center, 112 Emergency Services and Rize Public Hospital until 2001. In 2001, he was appointed to Istanbul and worked as a physician in various public institutions. He served as Deputy Chief Physician in Umraniye Training Research Hospital between 2005 and 2009 and he worked as Deputy Provincial Health Director between 2009 and 2012. In November 2012, he became the Istanbul Northern Anatolia Public Hospitals Association Secretary General. In 2014 May, he was appointed as Ministry of Health Deputy Undersecretary. In 2010, he completed Health Institutions Administration Master Programme and in 2013, Leadership and Global Entrepreneurship Master Programme. He is attending his Health Institutions Administration Doctoral Programme that he began in 2013. He has works on health technologies, health informatics, communication technologies, health management and computational administration. Also, he planned numerous public e-health projects at regional and national level and became the leader on successful service delivery.

    Arvind Mayaram has a PhD in Finance and is a Certified PPP Specialist. He was earlier the Finance Secretary of India. He has been the Alternate Governor of India on the Board of World Bank, ADB and African Development Bank. He was India’s finance deputy in G20 and BRICS. He was also on the Board of the Reserve Bank of India and the Securities Exchanges Board of India. He was India’s chief negotiator for BRICS New Development Bank and co-chair of the Framework Working Group of G-20.

    In the Indian State of Rajasthan he worked, in addition to several other assignments, as Investment Commissioner, Secretary Industries & Commerce and Tourism Secretary. He has also had experience of senior management positions in several public sector enterprises.

    He has been instrumental in several major initiatives in the area of investment, infrastructure development, Public Private Partnerships and institution building. He spearheaded the establishment of the framework for mainstreaming PPPs in India and accelerated the process of including newer areas for PPPs. He has worked extensively in the field of infrastructure finance. He also designed the first PPP module for delivering infrastructure in the rural areas deftly combining infrastructure asset creation and delivery of services with private investment in economic activities and skill development for the poor and an integrated education and skill certification programme for school dropouts.

    He was Vice President of the World Association of Investment Promotion Agencies (WAIPA), formed under the aegis of UNCTAD, UNIDO, FIAS and MIGA for two terms in early 2000.  He has been an investment promotion expert with the UNCTAD for several years and his expertise in the area of PPPs is internationally acknowledged. He has undertaken a large number of missions for the UN agencies in several developing countries such as Sudan, South Africa, Fiji, Ecuador, Uzbekistan, South Africa, Cambodia etc. and has led several foreign economic negotiations on behalf of the Government of India at sub-cabinet level strategic economic dialogues with countries such as the USA,  China, the UK, Japan and South Korea.

    He is an institution builder. He was one of the founder members of the World Association of Investment Promotion Agencies (WAIPA), a multilateral organisation.  In addition to many other important initiatives in building institutions, he conceived of the unique public private partnership structure for Project Development Company of Rajasthan (PDCOR) and National Skill Development Corporation and the National Skill Development Trust, the foundation stones of the National Skill Development Mission in India.

    Jean-Patrick MARQUET is the Country Director for Turkey at the European Bank for Reconstruction and Development, based in Istanbul. He was appointed in March 2015, heading a team of 85 staff across 3 offices in Istanbul, Ankara and Gaziantep.  In 2014 EBRD signed 37 projects in Turkey for a total investment of €1.4 billion and the debt and equity portfolio exceeds €5 billion across the corporate, financial institutions, energy and infrastructure sectors.

    Before Turkey, Jean-Patrick Marquet was heading EBRD’s Municipal and Environmental Infrastructure team at the London headquarters. He originally joined EBRD in 2001 in the Natural Resources team, coming from a project finance background acquired at French bank Crédit Lyonnais. He is a graduate of HEC Paris School of Management and the Paris Assas law school.

    Aisha Williams is IFC’s Country Manager for Turkey. She oversees IFC’s program in Turkey and manages the day-to-day operations for the Istanbul Operations Center, IFC’s hub for the EMENA region and the corporation’s largest office outside of Washington, DC.

    Aisha joined IFC in 2005 as an investment officer in the Telecom, Media, and Technology Department, where she led several landmark transactions, including’s IFC largest infrastructure investment in Iraq, a pioneering investment in Afghanistan’s mobile phone sector, and a PPP for a submarine telecommunications cable connecting East Africa to the rest of the world. In 2010, Aisha relocated to Istanbul. As Special Assistant to the Vice President for EMENA, Aisha’s portfolio included contributing to the design and implementation of the Istanbul Operations Center and supporting the development of IFC’s corporate and EMENA regional strategies.

    Prior to joining IFC, Aisha worked as a strategy consultant with McKinsey & Co. in Chicago, USA, specializing in financial institutions. Aisha holds an MSc in Development Economics from Oxford University, an MBA from Kellogg School of Management (Northwestern University) and a B.A. from Princeton.

    Aisha is a dual citizen of the United States and Trinidad & Tobago.

    Esra Tutek has been working at Finansbank Project and Structured Group as a Project Manager since 2010. Her specialized area is composed of financing privatization, PPP and energy projects. She has taken an active role in negotiations with the Ministry of Health in respect of the Project Agreement and the Funders Direct Agreement of Health Care PPP Projects. She has been leading two major PPP projects in Turkey that Finansbank has participated and also working on other potential PPP projects in the healthcare sector. Previously, Mrs. Tutek worked at an Investment Bank, EFG Istanbul, as an Assistant Vice President between 2007 and 2010. Here, she focused on M&A transactions in the energy sector. She advised an international electricity generation company in the acquisition of a Turkish company owning the license of the largest wind farm in Turkey. She also advised during the privatization of ADUAS (the first privatized electricity generation company in Turkey), which had a portfolio of 7 HEPP’s and 1 geothermal power plant. Moreover, she advised the privatization of İzgaz; a natural gas distribution company. Before joining EFG Istanbul, she worked at the investment banking group of Finansbank, where she gave M&A consulting services to the clients of the bank, evaluated and monitored medium-long term corporate credits and developed financial consultancy services to meet specific needs of clients. Prior to that, she worked at a boutique consultancy company focused on SME’s as Business Development Manager and Co-Owner, where she established and coordinated all relationships with clients and developed business strategies to create pipeline projects (business finance consulting, financial and trade training programs, consulting services for EU contracts). Before establishing this company, she was an equity analyst at Is Investment Securities and she covered the Turkish electricity sector. He is chairman of the British Expertise Project Finance and PPP working group. John is a member the UN Economic Council for Europe Panel of PPP Experts. He has been involved the evolution of contemporary theory of PPP since its inception in the UK in 1992.

    John is well known in the City of London, where he is an adviser to The Lord Mayor of the City of London on PPP. John runs the British Expertise series of PPP Master Classes providing training for novices and experts in PPP.

    With a background in project management of major real estate and infrastructure developments John has developed a thorough appreciation of both finance and management. He has gained wide-ranging hands-on experience in Asia, Africa, Europe and the Middle East, where he has advised many major private sector clients and governments on various strategic issues.

    Mr Davie is a Visiting Professor at the London Metropolitan Business School.

    John McKendrick has been with Infrastructure Ontario since its inception in November 2005. Having been an integral part of the major projects division from the outset, he has had the unique opportunity to participate in and drive the evolution of the program.

    As the interim Executive Vice President and Group Head of Major Projects, John is responsible for the planning, development, and procurement of major public infrastructure projects. His portfolio includes hospitals, colleges, courthouses, a data centre, Pan Am Games’ infrastructure projects, and the Civil Infrastructure program.

    John came to Infrastructure Ontario with over 17 years of experience in the Provincial government. During that time, he gained expertise in finance and infrastructure project development and delivery. Before joining Infrastructure Ontario, he was an Assistant Deputy Minister in the Ministry of Public Infrastructure Renewal (now the Ministry of Infrastructure).

    John had also served as the Director of the Corporate Finance Branch at the Ontario Financing Authority. During that time, he was involved in the financing of a number of infrastructure projects across various sectors, including asset-based and other financing structures.

    John is the head of the Mott MacDonald infrastructure finance advisory business in the Europe, Russia and Africa regions. He supports PPP and private finance advisory teams in London, Paris, Arnhem, Warsaw, Istanbul, Prague, Moscow, Kampala, Nairobi and Johannesburg. John and his 60+ colleagues from these teams also support Mott MacDonald technical teams elsewhere in the world where such advisory services are required.

    John’s PPP experience includes all types of social infrastructure such as hospitals, schools and housing as well as waste, transportation and railway infrastructure.  He regularly presents at conferences and seminars and runs training and knowledge sharing workshops on PPP procurement and was responsible for the drafting of several UK standard PPP procedures and guidelines including the 4ps PPP Project Directors Guide and PPP Contract Management Guide. John is also a work stream lead for the UNECE initiative to draft a new Healthcare PPP policy.

    The advisory teams that John manages provide cross-sector technical, transactional and commercial advisory services to governments, sponsors and lenders. In 2013 alone, Mott MacDonald infrastructure finance advisors were involved in over 350 PPP projects in 62 different countries around the world making them the number one global provider of PPP technical advisory services.

    Nasser Massoud holds the position of Executive Board Director at InterHealth Canada where he is responsible for transactions and corporate development worldwide. Prior, Mr. Massoud held a senior executive position with Saraya Holdings, a real estate developer and asset manager specializing in tourism and leisure. He previously ran his own business (Concept Realisation) which focused on strategic consulting, investment advisory and enterprise transformation. Leading up to that Mr. Massoud was a director in PricewaterhouseCoopers, both in the Middle East and in the UK. He started his career working on high profile projects in the field of construction project management.

    Mr. Massoud holds academic and professional qualifications in a broad range of disciplines: Master in Finance (London Business School), Fellow of the Chartered Institute of Arbitrators, Chartered Engineer, Member of the Institution of Civil Engineers, Master in Construction Economics and Management (Bartlett School of Architecture, London), and Bachelors in Civil Engineering (University College London).

    During his association with InterHealth Canada, Mr. Massoud led the negotiations and financial closure on the PPP in Orthopaedics at Runcorn and Kidderminster and has in the last year led several transactions in the UK, Africa, the Middle East, Central Asia, Eastern Europe and the Caribbean. He has facilitated the establishment of InterHealth’s strategy in terms of its products/ services and markets; and has introduced corporate-level.

    Peter has more than 19 years experience working on a variety of infrastructure projects. Within the Project Finance team of UniCredit Corporate & Investment Banking he started in 1995 with a focus on PFI and infrastructure projects in Europe. He has been responsible for the structuring and arranging of several landmark transportation projects mainly in the railway sector as well as for financial advisory mandates for private and public clients.

    Starting in 1999 but more actively since 2003 he developed the project finance business in Turkey for UniCredit Group and built up a broad network to Turkish customers and authorities. He was in charge for the structuring and arranging of the privatizations of Istanbul Airport, Ankara Airport and Antalya Airport among others.

    As the most recent deal highlights in 2013 Peter closed his Financial Advisory mandate for the Eurasia Road Tunnel Crossing in Istanbul, a landmark USD 1.2bn financing involving Multilaterals, ECAs, intl. and Turkish commercial banks. Furthermore Peter closed the refinancing of Mersin Port using for the first time a corporate bond issue for an infrastructure concession based asset in Turkey.

    Since 2010 Peter is heading UniCredit’s cross border Infrastructure Turkey Team based in Istanbul and Munich. Beginning with 2014 the Munich part of the Infrastructure Turkey team has moved to the CEE Division of UniCredit Group headquartered in UniCredit Bank Austria AG, Vienna.

    Peter’s main focus is now on the upcoming large Privatizations and Hospital PPPs in Turkey. The first of its kind, the Mersin PPP Hospital has been signed on 21 November 2014. He is a graduate of the Ludwig-Maximilians University in Munich with a degree in Business Administration.

    He has worked on the development of public infrastructure since 1989 and has substantial experience in the successful structuring and delivery of a diverse range of Public-Private Partnerships in the healthcare, water and transportation sectors in the UK, Africa, the Middle East, South East Asia and the Caribbean.  Since 2001 he has focussed specifically on healthcare projects, managing the development and delivery of major acute and mental health schemes with a capital value exceeding £2bn.

    Peter is a Chartered Civil Engineer and a Fellow of the Institution of Civil Engineers.  He is also a Non-Executive Director of the Oxford University Hospitals NHS Trust which operates one of the UK’s leading teaching hospitals, and is leading a project to develop a standard for the implementation of Healthcare PPP projects globally for the United Nations.

    Riko Vanezis joined Clifford Chance in London in 1986 and qualified as an English law solicitor in 1988. From 1988 to 1990 Riko worked in Clifford Chance’s Tokyo office. From 1990 onwards, Riko Vanezis has been working in the Frankfurt office of Clifford Chance. Riko is now one of the partners responsible for Clifford Chance’s Istanbul office.

Prior to Emek Proje, Serhat was Coordinator in Akfen Holding, a Turkish conglomerate dedicated to infrastructure investments including airports and ports. He started his career in PwC.
